  449.         BARRNet(TM) RULES AND REGULATIONS

  454. A.    For traffic that will cross the NSFNET backbone, members shall
  455. comply with the rules for use of the NSFNet backbone as promulgated
  456. from time-to-time by the National Science Foundation. Until notified
  457. of changes, the following guidelines shall apply:
  458.  
  459. THE NSFNET BACKBONE SERVICES ACCEPTABLE USE POLICY - 2/11/92
  460.  
  461. GENERAL PRINCIPLE:
  462.  
  463. (1) NSFNET Backbone services are provided to support open research and
  464.     education in and among US research and instructional institutions,
  465.     plus research arms of for-profit firms when engaged in open
  466.     scholarly communication and research.  Use for other purposes is
  467.     not acceptable.
  468.  
  469. SPECIFICALLY ACCEPTABLE USES:
  470.  
  471. (2) Communication with foreign researchers and educators in connection
  472.     with research or instruction, as long as any network that the
  473.     foreign user employs for such communication provides reciprocal
  474.     access to US researchers and educators.
  475.  
  476. (3) Communication and exchange for professional development, to
  477.     maintain currency, or to debate issues in a field or subfield of
  478.     knowledge.
  479.  
  480. (4) Use for disciplinary-society, university-association,
  481.     government-advisory, or standards activities related to the user's
  482.     research and instructional activities.
  483.  
  484. (5) Use in applying for or administering grants or contracts for
  485.     research or instruction, but not for other fundraising or public
  486.     relations activities.
  487.  
  488. (6) Any other administrative communications or activities in direct
  489.     support of research and instruction.
  490.  
  491. (7) Announcements of new products or services for use in research or
  492.     instruction, but not advertising of any kind.

  494. (8) Any traffic originating from a network of another member agency of
  495.     the Federal Networking Council if the traffic meets the acceptable
  496.     use policy of that agency.

  498. (9) Communication incidental to otherwise acceptable use, except for
  499.     illegal or specifically unacceptable use.

  502. UNACCEPTABLE USES:
  503.  
  504. (10) Use for for-profit activities (consulting for pay, sales or
  505.     administration of campus stores, sale of tickets to sports events,
  506.     and so on) or use by for-profit institutions unless covered by the
  507.     General Principle or as a specifically acceptable use.
  508.  
  509. (11) Extensive use for private or personal business.
  510.  
  511. This statement applies to use of the the NSFNET Backbone only.  NSF
  512. expects that connecting networks will formulate their own use
  513. policies.  The NSF Division of Networking and Communications Research
  514. and Infrastructure will resolve any questions about this Policy or its
  515. interpretation.
  516.  
  517. B.    BARRNet's purposes are to facilitate communications in support
  518. of scientific research and higher education using high-performance
  519. computer networking technology and wide-area telecommunications
  520. utilities, and to promote scientific and educational collaboration,
  521. sharing of research and educational information, and wide access to
  522. computer resources for the advancement of research and educational
  523. purposes.  This will include, but not be limited to, promotion of
  524. digital data interconnection of research facilities and remote
  525. computing facilities to support supercomputing, exchange of data and
  526. software, sharing of scientific information and experimentation in
  527. high-speed interconnection applications such as delivery of scientific
  528. graphics, large bit-map display support, distributed computing, and
  529. large file distribution and other scientific research applications.
  530.     
  531.     If a use is consistent with the purposes of BARRNet, then
  532. activities necessary to that use will be considered consistent with
  533. the purposes of BARRNet.  For example, administrative communications
  534. which are part of the support infrastructure needed for research and
  535. instruction are acceptable.
  536.  
  537.     A use for scientific research or instruction by members is
  538. acceptable.  A use which is part of or supports a scientific or
  539. instructional activity for the benefit of a not-for-profit member's
  540. research or instruction is acceptable, even if any or all parties to
  541. the use are located or employed away from the site at which the
  542. member's connected facilities are located.  For example, communication
  543. directly between for-profit members engaged in support of a project
  544. for such a member, whether a BARRNet not-for-profit member or
  545. not-for-profit institution elsewhere is acceptable.  A use for
  546. scientific research or instruction at for profit members may or may
  547. not be consistent with the purposes of BARRNet, and will be reviewed
  548. on a case-by-case basis by the voting members.
  549.  
  550. C.    BARRNet members may make incidental use of BARRNet for any
  551. legal purpose including transit to providers of backbone or internet
  552. exchange services so long as their primary BARRNet use and NSFNET
  553. backbone access complies with applicable use rules.
  554.  
  555. D.    Any use which adversely affects the operation of BARRNet or
  556. jeopardizes the use or performance for other members may be judged
  557. improper by the Executive Director.
  558.  
  559. E.     All use shall comply with BARRNet Technical Committee rules
  560. governing routing and use of network numbers.
